Thai and China agreed to enhance and strengthen cooperations in all sectors
On 22 December 2011, Vice President Li Jin Ping of the People's Republic of China visited Thailand. After the official welcome ceremony, the Vice President of PROC met with Prime Minister Yingluck Shinawatra and discussed bilateral issues during the Plenary meeting at the Inner Santi Maitri Building of the Government House. The Thai side was composed of members of the Cabinet. The Chinese side composed of the Minister for Foreign Affairs of the Communist Party, Deputy State Ministers and senior officials.
The atmosphere of the meetings were warm and cordial, and there were discussions on all dimensions. The Prime Minister thanked the PRC for the assistance during the floods, in cash and kind, which were appreciated by the Thai people. The Vice President commended Thailand for the successful management of the situation which was of the highest magnitude.
Both sides also set a target for trade to increase at 20 percent a year, especially for Thai agricultural products. The 3rd Joint Economic Commission would be hosted by PROC soonest, and the trade volume target for 2015 was set at 100 billion USD. Tourism was also targeted for a 20 percent increase annually, and an exchange program of 100 youths annually would be set up.
PROC expressed support for the increased connectivity of Thailand and the ASEAN region, and would support the high speed train project among others. Cooperation in entertainment industry, culture and language would also be enhanced.
Both sides also discussed regional issues and ASEAN China relations, as Thailand would become country coordinator in 2012.
After the plenary meeting,the Prime Minister and the Vice President witnessed 6 agreements, signed by both countries, as follows.
1. Handover Certificate for flood assistance, which consisted of 1 million USD and other items of high value. The Minister attached to the PM Office signed it with the Deputy State Minister for Commerce of PROC
2. MOU on Cooperation for Sustainable Development, covering high speed train project from Chieng Mai, development of comprehensive water management, development of clean, renewable and alternative energy, especially in Thai provinces, and education development and access to IT, such as computer tablets. This was signed by the Foreign Minister and the Deputy State Minister for Commerce of PROC
3. Agreement on the transfer of convicts, sentenced by courts verdicts. This was signed by the Foreign Minister and the Deputy State Minister of Foreign Affairs of PROC
4. Plan of Action on Cultural Cooperation for 2011 to 2013, signed by the Minister of Culture and the PROC Ambassador.
5. MOU on Maritime Cooperation, signed by the Minister of Natural Resources and Environment and the Deputy State Minister for Oceans of PROC.
6. Bilateral Swap Agreement for currencies, between the Bank of Thailand and the Central Bank of PROC.
After the ceremony the Prime Minister hosted a dinner in honor of the Vice President.
