Report of the Flood Situation and Relief Measures of FROC on 21 Oct 2011 at 07.00 hrs.
At 1900 hrs., Mr. Theera Wongsamut, Minister of Agriculture and Cooperatives, reported on water diversion to the open sea through the eastern and western sections of Bangkok, using the increased number of water pumps to bring water out of canals that have been dug out. This mission was intended to divert water out of Rapipat Canal, and it has succeeded in pushing out water to the open sea faster.
At 1930 hrs., Prime Minister Yingluck Shinawatra visited the sites of various canals where there had been reinforcements of dykes at lower Klong Hok Wa, Sai Mai District. At the site there were many volunteer citizens helping officials fill in the sandbags to be used to prevent water from entering into houses. The Prime Minister thanked the people for their sense of unity to help solve the nation's problems in times of crisis.
At 1930 hrs., the Flood Relief Operation Center (FROC) assigned the Royal Thai Armed Forces, comprising of the Army, Navy and Air Force, as well as with the Royal Thai Police, to integrate their forces to assist the flood victims at Bangbuathong District, Nonthaburi Province. The Royal Thai Armed Forces would be bringing in almost 100 boats and personnel to assist those trapped in houses on the night of 20 October 2011 until all are able to leave the area.
At 2030 hrs., Pol. Gen. Pracha Promnok, Minister of Justice in his capacity as Director of FROC, chaired a meeting with concerned agencies to monitor the situation at Ripipat Canal that has caused an overflow at Klong Prapa in the Patumthani area.
At 2230 hrs., the FROC released its 7th statement on the warning for residents of Donmuang and Laksi to move their belongings to higher floors, as well as move electrical plugs to higher ground at above 1 meter. The construction of a dyke in the Klong Hok area, Muang Ake, was not able to be carried out due to disagreements among the local community, so it may have an effect on nearby areas.
At 2350 hrs., Pol. Gen. Pracha Promnok held a meeting with agencies to assess the situation of dyke repairs for Klong Prapa, which had seen substantial progress and was in time to close the flood doors, thus lowering the volume of water.
At 0200 hrs., Pol. Gen. Pracha Promnok, in his capacity as Director of FROC, instructed officials to closely monitor the flood situation in Klong Prapa and report updates regularly and as incidents occur.
